Kalshi bettors wagering on whether the U.S. federal government will shut down next week currently rate the possibility at almost 70%. President Trump and federal legislators have turned up the temperature on shutdown talk over the past few days as the Oct. 1 government funding deadline approaches.
Prediction market lines have responded to the growing tension. The implied odds of a shutdown increased by more than 20% in the last week, from 41% on Sept. 18 to 68% as of early Sept. 26.
The Kalshi rules to resolve this notion to “Yes” are as follows:
If the website of the U.S. Office of Personnel Management contains a notice that the government is shut down on October 01, 2025 at 10:00 AM ET due to a lapse in appropriations, then the market resolves to Yes. Outcome verified from U.S. Office of Personnel Management.
What the National Leaders Are Saying
After a couple of weeks of big headlines around the country that have drawn the government’s attention, focus has now turned squarely to the potential shutdown.
A post on X by Vice President J.D. Vance drew attention to the shutdown. He blamed Democrats:
Democrats are about to shutdown the government because they demand we fund healthcare for illegal aliens.
In March, during the threat of government shutdown, Senate Minority Leader Chuck Schumer declined to use the shutdown leverage. The Republican government funding measure became law. But this time, Schumer says it will be different:
We’ve demanded Republicans sit down and talk with us for two months—but Donald Trump said to ignore the Democrats.
By refusing to meet with us, Trump is barreling America toward a government shutdown.
He’s not being president. And he’s not up to the job.
Odds for this possibility are likely to change based on every development in the coming days. Arizona Sen. Ruben Gallego seems to think the shutdown is coming based on a post Friday morning.
The government shuts down in 5 days. Trump refuses to negotiate and canceled his meeting with Democratic leaders. Speaker Johnson sent his members home.
If this shutdown happens, it’s on Trump and congressional Republicans. Period.
Both sides seem to be veering more and more toward shutdown rhetoric, which is spurring the Kalshi voters to more readily jump on the side of yes.
However some still believe that things will resolve as they did in March. One Kalshi commenter sees all of it it as a government bluff:
We see this time and time again. There is no left vs right, there is no threat. They’re going to borrow more money and kick this down the road. THEY ARE THE HOUSE AND CAN RIG THIS GAME!
Is the Shutdown a Good Thing?
In most cases in the past, the government shutting down has been seen as a bad thing for the country and a failure from those leading the nation.
But some have said that this time it may actually be a positive development considering the volatility and rhetoric surrounding the current government.
This is probably the first time in my lifetime where there’s a looming “government shutdown” crisis and it’s clear that the government 100% needs to be shut down.
